Annual report of OJm. 2010-11.

Name of the project – Strengthening the people initiated forest protection and conservation institutions to play a watchdog role for monitoring of forest development programmes and activity in Odisha

Activities report.
Mayurbhanja.
Details about the federation.
Name of the Federation-Joint forest Protection committee.
Year of formation-1988.with 25 villages of Baripada block.
Year of registration-1993.
Registration no-4019/212/93.
Present status of the federation.-Covered 6 blocks of mayurbhanja district-118 villages. The blocks are-Baripada, Samakhunta, Moruda, Barasahi, Betanati & khunta-1.
Strength of JFMC at the time of inception of the Project.

• JFMC is a federation of 118 VFPC of 6 blocks of Mayurbhanja district working since (1982)-27 years as CFM mode.
• About 8000 to 10000 families are directly involved with forest protection under the banner of JFMC.
• The protection method of the JFMC in 118 villages is unique in process.
Gorachand Mahanta has taken lead role of JFMC and Mr. Vishnu purty   is working as his successor.

Weakness.
• The internal meeting within the JFMC is reduced due to various reasons.
• There is no coordination among the JFMC
• There is no list of the functional and defunct committees.
• No general body meeting since from last 10 years.
• VSS formation within the JFMC leads the committee towards destruction.
• There are no village funds within the committee and villages.
• There is no coordination within the committee members.

Achievements during one year.
• 12 meeting conducted during the year.
• Within one year Funds of the JFPC increased up to -Rs-25000/00 and the amount are in the federation account.
• Sexena committee visited Budhikhamari on 25.7.10 to verify the CFR activities.
• Every year forest fire incidents occurred 3 to 4 times in many of the forest areas. After activation of BJFPC forest fire incidents are reduced.  Out of 121 VFPC there were only 12 forest fire incidents recorded.
• BJFPC decides to establish 20 model CFM villages by which there activities can be replicated to other villages and the primary work has initiated.
• BJFPC is able to deposit 90 CFR in 5blocks and 12 GP-out of that  27 villages are jointly verified by the Forest and revenue department.

Balasore.
Details about the federation.
• On 5.9.1999 The Nilagiri Anchalika Paribesa O Jungle surakshaya Mahasangha, Balasore was formed by the support of a NGO, PRAVA, Balasore with the Participation of 152 village forest protection committees and the VSS.
• On 27.10.2008 the Mahasangha is converted to the district forest forum Balasore and the executive committee formed with 15 members, but the existence was only in Nilagiri block.
• On 26.4.10 the executive committee of DFF formed with the participation of five blocks-Nilagiri, Khaira, Oupada, Rayabania ,Soro & the DFF formation process is completed in the District. .
Weakness of the DFF.
• The DFF is not able to work on local forest issues effectively.
•   Local contribution and common action was given low priority.
• The DFF also given low priority on women involvement and leadership.
• The state level forestry federation, Orissa jungle mancha also fail to guide the DFF in vision building.
• Balasore DFF is limited with only in Nilagiri block.   
Steps to revive the DFF.
• Block level federation of Nilagiri, Soro, Rayabania, Oupada, Khaira and Balasore blocks to be strengthened.
• VSS and CFM of all areas to be strengthened.
• A core team of the DFF to be formed.


Major achievements.
 Now the DFF formation process is completed in the District & able to operating in 6blocks of the District.
 DFF  account is opened at the Andhra bank Balasore and the amount is deposited Rs-1500/00
 CFR applied-61 villages, out of those 14 villages are in the Kuladiha century area.
 DFF is able to stop the illegal stone mines in Nilagiri, oupada and mangalpur areas.
 DFF is able to collect compainsason on the damages done by the elephants- about 145 farmers got the benefit.
  DFF identified 20 villages to establish as the model CFM villages.

Gajapati.
 The DFF is formed on 16.10.2009 with the participation of 4 blocks.
 An adhoc committee is formed to speed up the process.
 
Present status.
 The Block level committee is formed in Kasinager,Gumma,Nuaguda,R.udayagiri & Mohana block.
 Full fledged DFF is functioning.
 Rs 1500/00 is collected as the DFF fund but The DFF account is not opened.
 87 CFR applied  in 6GP,3 blocks of Gajapati.
Khurda. DFF.
Name of the DFF: Maa-Birijai- Jilla -Jangal Manch,
Date of Formation-September-2009
Date of General body- 24th-Sept-2009.Khurda, Odisha.
Present Status.
 Now the DFF is functioning independently.
 The block level committees are formed in 6 blocks of the committee.
 RS 4750/00 is collected as the funds of the DFF and the account is opened at the Andhra bank Rayagada.
 Rs-3500/00 are collected as   the fine from the illegal timber shifting.
 81 CFR are applied in 7 blocks, 21 GP of the Districts.
 Good relationship with forest department and also with adibashi mancha.
 They had organized 2 district level demonstration jointly with adibashi mancha at Rayagada.

Major achievements.

 OJM is able to Mobilize RS- 450000/00 from other sources.
 A 6 member’s team visited NEPAL to FECOFUN& CACF for joint experience sharing in 17th to 25th march-2011.
   Now OJM is trying to establish it full fledged office at Bhubaneswar.
 Up to Marh 2011 OJm is able to deposit 135 CFR in 14 districts,47 blocks,253 GP of Odisha out of which 71 CFR are recognized, 181 CFR verified,84 CFR reapplied after verification.
 Till dated annual report of DFF if published in 7 Districts.
 The Brochure of OJM is published both in Odiya & English version.
 Now OJM general fund generated up to RS-50000/00 & deposited at the account.
 Demonstrations are organized in District level on proper implementation of FRA, Recocnisation of CFM, proper implementation of Forestry development projects etc.
 Now OJm is able to bargain with several bilateral agencies, NGOs, Govt Officials for people’s interests.
 Now about 250 active leaders are independently acting as the resource person of CFM and Protection of Wildlife and NRM.
 2 years plan of OJM is prepared and shared with the various NGOs, stake holders & the work is continuing to the plan.


N: B:-The elaborate annual report preparation is in process and the document will publish both in Odiya & English within 1st week of may-2011.
